Telecompass

• Fix: Telecompass only works when equipped on main hand
• Feature: Teleporting now can cost xp levels
• Added xp_cost to config.yml
• Added xp_cost_cross_dimension to config.yml
• Feature: Players can now teleport mobs (except the ender dragon)
• Added telecompass.mobs permission
• Player messages are now coloured

• Particles and sound effects are now working even if the chunk the player is teleported to has yet to be loaded
• Plugin now checks for version
