Various balance tweaks

• Add grapple hook sounds
• Prevent grappled mobs from attacking
• Stop grapple velocity when grappled mob reaches target
• Slightly buff wind charge knockback
• Make breeze rods reset downwards velocity like blaze powder
• Buff nether star damage
• Buff sonic boom knockback
• Fix tool weapons breaking blocks when hitting entities
• Fix any tool breaking shovel-mineable blocks
