Debug Keys (F3+T) Everywhere
Allows you to reload resource packs with F3 + T while not in a world or with a GUI open, useful for speeding up pack development. Now works for all F3 keybinds!

- Added support for all F3 debug keybinds, rather than just F3 + T
- A toast is now shown when the chat is unavailable (when you are not in a world) when a debug keybind is pressed
- Updated the mod icon
