Replaces the hotbar tab with a customizable library tab where you can store all of your custom items

- Added the ability to have multiple libraries
- For each library choose if it shows for all worlds and servers (universal), or just 1
- Ability to clone libraries
- Ability to order libraries (though only within all universal or all the ones tied to the world/server)
- Ability to choose which set (universal or per world) displays first
- Since each library is it's own tab, you set for no libraries
